A STUDY ON THE LOCAL EDUCATIONAL ADMINISTRATION IN POST-WAR HOKKAIDO PREFECTURE

战后北海道地区地方教育行政研究--学校董事会制度及其建立过程二战后的日本，地方教育管理中最重要的改革之一就是实行了学校董事会制度，董事会成员由地区居民选举产生。在该县，学校董事会制度始于1948年，而在城镇和乡村，则始于1952年。在地方层面上，地方教育的主动权应该是居民。然而，在1956年的改革中，学校董事会成员由地方政府负责人提名。本文从历史的角度对1948-1956年间北海道的校董会制度及其建立过程进行了分析。

A Study on the Local Educational Administration in Post-War Hokkaido Prefecture - A System of School Board and the Process of its Establishment - In Japan after the World War <II> , one of the most important reform in local educational administration is that school board system was adopted and school board members were to be elected by residents of the districts.In prefectures the school board system started from 1948, whereas in cities, towns, and villages it started in 1952. At the local level, residents were supposed to take the initiative concerning local education.By the re-reform in 1956, however, school board members came to be nominated by the heads of local governments. As the result of this, it is said that school boards seem to have lost their vitality.In this paper based on the historical point of views, my intention is to analyze the system of school board and the process of its establishment from 1948 to 1956 in Hokkaido.
