Reform of the Fundamental Law of Education and the Local Educational Administration Act brought the "management by object" system to the local educational administration and the school management. The national test and school/teacher assessment constitutes this system. Although the Basic Plan for Promoting Education was considered to be one of the basic elements of this system, it does not work so that it expected.
