Comprehensive studies on personnel system in public libraries based on separation of professional and nonprofessional duties

本研究以管理科学的组织理论和人力资源管理理论为基础，对日本和美国公共图书馆的专业人员与非专业人员职责分离进行了详细的分析和思考，旨在为日本公共图书馆提供新的人事制度。研究结果表明，尽管两国在劳动管理和地方公务员制度方面存在差异，但在明确区分专业与非专业职责、明确专业职责和知识要求后，需要建立能够使图书馆员集中精力从事专业职责的组织结构。

This study aimed to provide the new personnel system for public libraries in Japan after detailed analysis and consideration on the separation of duties for professional and nonprofessional in both Japan and the U.S.A, based on organization theory of management science and theory of human resource management. As the results, though there are differences in labor management and local public service personnel system between both countries, it is clarified the need of establishing organizational structure where librarians can concentrate their works on professional duties, after clear separation of professional and nonprofessional duties and definition of professional duties with requested knowledge.
