Construction of a Collective Judgment Formation Model of Electronic Democracy

电子民主是指在各种媒体中使用信息和通信技术，以加强政治民主或公民参与民主交流的目的。对于民主决策过程中集体裁判的形成，我们有三种途径，即规范性理论、配套制度和实践中的共识建立。主要结果如下：证明了混合动机问题的充要条件并计算了其发生的概率，开发了集体决策过程中变更备选方案的支持系统原型，验证了在实践中意识到公私动机混合对于建立共识的有效性。

E-democracy is the use of information and communication technology in all kinds of media for purposes of enhancing political democracy or the participation of citizens in democratic communication. We have three approaches, namely normative theory, supporting system and consensus building in practice, to the collective judgment formations in democratic decision processes. Main results are followings : proof of a necessary and sufficient condition of the mixed-motivation problem and calculation of its occurrence probability, development of a prototype of supporting system for changing an alternative in collective decision processes, and verification of validity of being conscious of a public-private motivation mix for a consensus-building in practice.
