Comparative Policy Research on preservation of and access to government information at libraries, archives and other institutions

本研究的目的是从跨学科的角度，特别是从"信息管理"和"法律与政策"的角度来理解政府信息的管理、归档和获取问题。作为研究成果的主要文章如下：（1）关于日本政府信息的管理、归档和获取的政策问题。虽然主要的问题是公共档案，政府出版物和政府网站的管理，作者强调的重要性，了解整个管理的电子政府信息，跨越上述问题。(2)介绍了美国亚利桑那州电子政务信息管理、归档和获取的理论与实践。（a）跨越"图书馆管理"和"档案管理"的政府信息管理模式;（B）利用开放软件，由国家政府自己开发灵活的政府信息管理系统。此外，本研究有助于更好地理解作为政府信息管理、存档和获取框架之一的MLA（博物馆、图书馆和档案馆）之间的合作。

The aim of this research is to understand the issues of management, archiving of and access to government information from interdisciplinary perspectives, especially from those of"information management"and"law and policy."The main articles as the research results are as follows(1) About policy issues of management, archiving of and access to government information in Japan. While the main issues are management of public records, government publications and government websites, the author stresses the importance of understanding the whole management of electronic government information, crossing over the above issues.(2) About theory and practices of management, archiving of and access to electronic government information in Arizona State, USA. The key points are :(a) the model of government information management beyond the barrier between"library management"and"archival management,"and(b) development of flexible government information management system by the state government itself, with the usage of open software.In addition, this research contributes to better understanding of the collaboration of MLA(museums, libraries and archives), which functions as one of the frameworks of management, archiving of and access to government information.
