A Study on Method Development of Using a Social Networking Service(SNS) for Addressing Consensus Building of Civil Society for Environmental Protection

本研究的目的是寻求使用社交网络服务来发展“认知社区”的方法，在民间社会成员之间建立解决环境问题的共识。本研究以RCE Chubu开展的基于社交网络服务的生物多样性网络对话项目为研究对象。研究结果显示，利用社交网络交换信息，并在人们之间建立一个人际网络（“认知社区”），这些人对环境保护的重要性等讨论的问题有共同的基本观点。然而，到目前为止，还没有观察到使用社交媒体进行辩论和建立共识的积极影响。

The objective of this study is to seek methods of using a Social Networking Service for developing "epistemic community" addressing consensus building on solving environmental issues among civil society members. The research focuses on the Biodiversity Cyber Dialogue Project, using Social Networking Service(SNS), conducted by RCE Chubu as a case study. The research outcome shows a positive result of using SNS for exchanging information and building a human network("Epistemic Community") among the people who shares basic ideas of discussed issues such as the importance of environmental protection. Nevertheless, a positive effect was not observed to use SNS for debates and consensus buildings so far.
