Primary consideration for the construction of a management system for sport volunteers in community

本研究旨在探讨社区持续性体育志愿者管理体系建设中存在问题的基本认识。通过文献回顾和案例研究，我们发现运用“采购”、“开发”和“维护”三个方面可以系统地理解人力资源管理的问题。在“采购”和“开发”方面，指出了工作人员对人力资源开发主动性缺乏认识的问题。在“维持”方面，指出了在待遇上趋同于金钱奖励、对非金钱奖励漠不关心、不愿改善员工待遇等趋势。

This study was intended to examine the basic understanding of the problems for the construction of a management system for continuous sport volunteers in community. By through literature review and case studies, it became apparent that applying three aspects, "procurement", "development" and "maintenance" results in a systematic understanding the problems of human resource management. In the aspect of "procurement" and "development", problem of lack of perspective of human resource development initiative by the staff were pointed out. Further, in the aspect of "maintenance", the trends such as convergence to the monetary reward in treatment, indifference to non-monetary reward, reluctant to improve treatment of staff were pointed out.
