(CODES) Collaborative Democracy: Using Artificial Intelligence to translate citizens' thoughts into collective decisions

CODES resolves a critical problem: our ERC research shows that citizens are disillusioned with democracy because they feel that they lack control and worry that elites will use their opinions as a blank cheque. CODES's ambition is to offer nothing short of a collaborative democratic and consultative revolution for public and private organisations. We will shift democratic decision-making in the same way Google has revolutionised searching. Our unique tool provides qualitative and collaborative democracy using human-led Artificial Intelligence to translate citizens' unconstrained open text preferences into collective decisions. These preferences are abstracted into collective decisions in elections and consultation, creating an unprecedented collaborative democracy framework. We have conducted extensive market viability testing encompassing 102 individual interviews with four segments of decision-makers, four focus groups, and representative surveys in the US and the UK. Two national Parliaments, one Government, and a Council of Europe branch have asked us to send formal proposals to illustrate how the prototype this PoC grant will fund could be implemented. CODES modules are dialectic and designed to be integrated. Each step is collaborative and integrative. The objective is to produce a demonstrable working prototype that we can showcase to our potential users.
