It is often said that a holistic approach to the built environment is best - that is, one that understands the big picture and makes decisions based on an understanding of everyone's needs. However, given the huge number of stakeholders and parameters involved in doing so, such an approach has proved prohibitively complex. This research proposes development of a digital twin methodology to create a framework for tackling this challenge. The aims of this research are: 1. Create a digital twin, informed by geospatial datasets, to identify land use changes and development opportunities. 2. Given a site, develop the digital twin to consider policy-making parameters. 3. Given a site and policies, develop the digital twin to design buildings.
