Authentic community engagement in Indigenous communities insists on the exercise of tribal sovereignty over research. American Indian and Alaska Native (AI/AN) tribes are sovereign Nations with unique governing structures, data needs, and community expectations for research, and these are all local considerations that should form the basis of community engagement activities in tribal contexts. As sovereign nations, tribes have the authority to govern research that occurs within their tribal jurisdictions, and best practices for the conduct of responsible research with tribes establishes that researchers must engage appropriate tribal governance structures (Claw et al. 2018). Tribal sovereignty, however, continues to be disregarded as a guiding principle of ethical research by some, especially in fields like genomics.(Claw et al. 2018; Jooma et al. 2019; West, Blacksher, and Burke 2017).The Center for the Ethics of Indigenous Genomic Research (CEIGR), a National Human Genome Research Institute-funded Center of Excellence in ELSI Research, is a multidisciplinary research consortium focused on systematic inquiry into tribal concerns about genomic research (https://ou. edu/cas/anthropology/ceigr). CEIGR began as a partnership between traditional academic researchers at the University of Oklahoma and three Indigenous-led research groups based in AI/AN communities, but has continued to grow with the addition of new partner sites. A central focus of CEIGR’s work is promoting more meaningful dialogue with AI/AN community members about the role of genomics research in their communities (Hiratsuka, Beans, Reedy, et al. 2020).
