Policy discourses and public portrayals of illicit drugs in the global South have tended to focus on their role in driving violence, instability, and underdevelopment (Thoumi 2003, Felbab-Brown 2009). This narrative remains dominant, though there is a growing body of work that looks at the challenge of illicit drugs from a ‘southern perspective’and critiques simplistic understanding of the relationship between drugs, development and conflict (Goodhand 2012, Ghiabi 2019, Goodhand & Mansfield 2010, Goodhand, Meehan et al. 2021, Goodhand, Meehan and Perez-Niño 2014, Mansfield 2016, Meehan 2011, Meehan 2021). This reflects a growing interest amongst researchers and policy makers in the entanglements and interfaces between drugs and development (Chouvy and Meissonier 2004, Chouvy 2008, Mansfield 2016). The ‘developmental harms’ caused by the global war on drugs have been widely acknowledged, reflected in the call for ‘development-oriented drug policies’ that align and integrate drug policies with development and peacebuilding objectives, as captured in the Sustainable Development Goals (SDGs)(Brombacher and David 2020, Brombacher and Westerbarkei 2019, Buxton 2015). In many respects this position has become a new orthodoxy that is driving global and national efforts to reform drug policies.However, there has been a dearth of critical academic research that focuses on how efforts to integrate drugs, development and peacebuilding policies work in practice. What happens when these three policy fields converge and become entangled with one another? What are the tensions and trade-offs involved in pursuing multiple objectives, particularly for policy actors in the Global South? What are the distributional effects of this convergence, especially in the marginal zones where illicit drugs tend to be produced and trafficked? Sharp reductions in illicit drug production are often achieved at the cost of greater instability and precarity, while a more benign stance towards illegal drugs can provoke negative reactions from neighbouring countries and international actors. So, how should policymakers from disparate policy fields interpret this evidence and how can they balance intractable trade-offs when designing drug policies in the Global South?
