9901551SpilhausSTART will encourage and promote increased participation byscientists and research institutions of developing countries inglobal change research research supportive of the World ClimateResearch Programme (WCRP), especially its emerging ClimateVariability study (CLIVAR); the International Geosphere-BiosphereProgramme (IGBP); and the International Human Dimensions Program(IHDP). Specific START activities over a five-year period willfocus on: climate variability and change and their impacts,especially on water resources, ecosystems, and biodiversity in thelands of the Kalahari region; modelling of the Asian monsoon systemwith special emphasis on Asian ecosystems; pilot studies of therelationship between climate variability and agriculturalproductivity in sub-Saharan and tropical Africa and Southeast Asia;changing land use and climate variability and their impact on waterresources and river inputs to coastal areas in Southeast Asia;African contributions to chemical changes in the atmosphere throughbiomass burning and desertification; acid deposition and healtheffects of aerosols; greenhouse gas emissions related to land useand land cover change; and industrial transformations and theirrelationship to sustainability. Capacity building will be promotedthrough scientific planning and training workshops and relatedactivities and guest lecturer programs. Efforts to improvelinkages between research and policy-making will be strengthenedthrough regional fora on science and policy; workshops on the role,planning and use of assessments; and workshops on the synthesis ofresearch results. Data management activities will includedevelopment of datasets in CD format for Southeast and TemperateEast Asia and development of a data and information managementsystem (DIS) for global change in Southeast Asia.
