项目摘要

本実績報告書は、昨年度に新型コロナウイルスの感染拡大を受け、科研費の繰越申請を行ったことから、2021年度および2022年度の研究実績に関するものである。したがって、2022年度の研究実績報告書と一部重複する部分がある。2021年度および2022年度は新型コロナウイルスの感染拡大を受け、フィールド調査を行えないことを念頭に、以下の二点に取り組んだ。まず初めに、当初の研究計画書の通り、開発途上国の農村空間および都市空間での人々の居住地選択モデルの構築に取り組み、複数地域のマクロデータおよび、特定地域の家計レベルのデータ双方を用いて実証研究を進めた。その結果、多くのアフリカ諸国では、他のアジア諸国と比べて、歴史的に都市部での労働生産性の伸びに比して、過度な人口流入が見られることがわかった。こうした過度な人口流入の原因として、紛争や貧困などが家計レベルのデータから示唆されたが、多くの国に共通することとして、農村部での天候ショックとそれに伴う農業生産性の低下および栄養状況の悪化が重要な役割を果たしていることがわかった。これを受けて、農村部での天候ショックの緩和についてより深く研究するために、過去にザンビア農村部で行われた天候インデックス保険の販売実験データを使い、どのようにして保険商品への需要を喚起し、アフリカ農村部において天候リスクを緩和していくのかについて詳細な分析を行った。その結果、天候インデックス保険の場合は、Basis Riskと呼ばれるインデックス保険特有のリスクが、保険購買行動に大きく影響していることを示すことができた。もともとは前者を大学内外のセミナーや学会で上記２トピックの研究を報告したところ、後者の報告において非常に大きな手応えが得られた。したがって次年度は前者の研究を中心に行うことを基本方針としつつも、フィールド実施の見通しが立たない場合は後者の研究に重点的に取り組むこととしたい。
