2年目に当たる2022年度は、専門知と政策決定の関係に関する日仏比較を行うことを予定していた。Covid-19をめぐる政府対応は、専門知に基づかない政策決定がなされた場合における当該決定の正当化の問題を提起した。専門委員会において、利害関係の調整を含む一連の規範形成がなされている実態の正当化根拠は、専門家ないし専門家集団の自律性・専門性・独立性に求められてきた。しかし、かかる正当化のロジックは、専門家委員会の提言と矛盾する政策を政府が選択する場合にまで妥当するだろうか。政府と国会の関係に関する憲法理論(議院内閣制の下における議会によるコントロールと政府の説明責任)を前提に、かかるロジックを精査する必要がある。こうした課題意識の下、緊急事態における政策決定の場合も含めて、日仏調査を行う予定であった。そこで、科学専門家と政治的意思決定の関係について、①専門家関与のあり方の類型、②日本の専門家組織の変遷、③専門家と統治・行政過程との関係、④専門家委員会の事後的検証、⑤議会への情報提供、⑥民主的コントロールの６つのテーマについて調査・研究した（報告「緊急下ないし不確実性下における政策形成」、活字化予定）。上記⑤および⑥については、2023年2月にフランスでのインタビュー調査も行い、相対的に情報や専門性に乏しい議会への情報提供および議会コントロールについて研究を進めた（刊行予定論文「政府提出法律案の影響評価ーー新たな評価指標の可能性ーー」）。政府と国会の関係については、政府提出法律案に対する議会によるコントロールのあり方の参考になり得る制度として、フランスの政府提出法律案に対する影響評価制度についての研究も進めている。さらに、緊急事態における政策決定については、日本における緊急事態制度の歴史的経緯について研究途中にある（報告「立憲主義と国家緊急権：緊急事態における議会統制」）。
