项目摘要

研究期間の1年目であった令和3年度には，有権者が現在バイアス（負担を先送りする誘因）を持つために過大な財政赤字・国債発行が生じるような状況を考えた上で，政府に「ルールを無視する」という選択肢がある場合の国債発行ルールについて理論的な分析を行なった．しかし，これらのモデルでは外生的に与えられた費用さえ支払えばいつでも自由に財政ルールを無視できるという仮定が置かれており，「財政ルールの逸脱条件」は全く考慮されていなかった．現実の世界では予め定められた財政ルールを逸脱するためには政治的な手続きが必要であり，その手続きも含めた広範な意味での財政ルールを考えることには重要な研究的な意義がある．そこで研究期間の2年目である令和4年度には財政ルールを「支出ルール」と「逸脱ルール」の2つに分けた理論モデルを構築し，その上で最適な支出・逸脱ルールの特徴を調べた．モデルの概要は以下の通りである．2つの政党が存在し，それぞれが獲得する議席数が確率的に決まるような政権交代モデルを考える．各政党の支持者は財政支出に関する選好が異なっており，政権政党は過剰な財政支出と公債発行を行う誘因を持つ．財政支出には「支出ルール」によって上限が設けられているが，「逸脱ルール」によって定められた議席数を上回る議席を獲得した政権政党は支出ルールを無視することができる．上記のような設定のモデルを構築した上で政治経済均衡を導出し，社会厚生を最大化するような「支出ルール」と「逸脱ルール」の特徴について調べた．分析はまだ完全には完了していないが，両ルールは(1)初期の公債残高と(2)各政党の支持者間の対立の強さ（財政支出に関する選好の違いの大きさ）と密接な関係を持つことが確認された．
