项目摘要

今年度は、主に教育と再分配政策、及び所得不平等の関係について、以下の2つの研究を行った。1."Aging,Inequality and Social Security":教育水準の違いが生む所得の異質性が、社会保障制度の決定及び、所得不平等度にどのように影響するかを分析することは、教育機関の都市集積がマクロ経済に与える影響を知る上で重要である。この論文では、世代内に所得の異質性があり、所得税率と年金給付額を投票によって決定するような世代重複モデルを構築することで、賦課方式年金の世代内・世代間再分配効果の両方を分析した。分析の結果、(1)高齢化が消費の不平等度と賦課方式年金システムのサイズに動学的な変動をもたらすこと、(2)高齢化が消費の不平等度を低下させること、の2つが示された。2."The Political Economy of Occupational Mobility and Redistribution Policy":人々の所得水準は、教育水準の違いのみによって決まるわけではなく、労働市場の流動性とも強い相関をっている。従って、教育機関の都市集積の効果を考える際には、労働市場の流動性も考慮したモデルを構築しなくてはならない。そこでこの論文では、高所得者と低所得者の二つのグループが存在し、経済主体の教育投資量が職業階層移動率を決定するような内生的政策決定の動学モデルを構築し、その下で投票によって決定される再分配政策の度合いを分析した。その結果、まず労働市場が硬直的な状況においては、人々が持つ将来の政策に対する期待に依存して、所得再分配度が高い均衡も所得再分配度が低い均衡も実現し得るという、複数均衡の存在が示された。更にシミュレーションの結果、労働市場が柔軟であるほど社会厚生が高くなる訳ではないことが示された。

This year, the main focus on education and redistribution policies, and the relationship between income inequality, the following two research lines 1. "Aging,Inequality and Social Security": the heterogeneity of income in education, the decision and analysis of social protection system, the impact of income inequality, the importance of urban agglomeration of educational institutions. This paper analyzes the heterogeneity of income within generations, the voting decision of income tax rate and annuity payment amount, the construction of generation duplication, the method of tax payment, and the effect of redistribution between generations. The results of the analysis are as follows: (1) high inequality of consumption and tax payment mode,(2) high inequality of consumption and low inequality of consumption. 2. "The Political Economy of Occupational Mobility and Redistribution Policy": Income levels, educational standards, and market liquidity. The effect of urban agglomeration in education institutions should be considered in the construction of urban agglomeration. This paper analyzes the dynamics of endogenous policy decisions and the degree of integration of redistribution policies between high and low income earners. As a result, the market is hard to understand, and people are dependent on future policy expectations, resulting in a high degree of redistribution, a low degree of redistribution, and the existence of multiple equilibria. As a result, the market is soft and the social welfare is high.
