项目摘要

本研究課題2年目は、1年目の結果を学会報告することに注力した。2022年度中に、2度の学会報告を行った。1つ目は4月にオンラインで開催されたAustralasian Trade Workshop、2つ目は近畿大学で開催された日本国際経済学会全国大会である。報告は、どちらも同タイトルでThe effects of R&D subsidies for joint R&D in a vertically related industryである。研究報告の概要をここでは説明する。本研究では、上流企業と下流企業が共同で研究開発を行う際の補助金政策についての外国への影響を考えている。いくつかのケースに分けて分析を考えているが、主要な結論は以下の通りである。Case (i)　垂直的な市場構造がある場合の一般的な寡占モデルでは、研究開発補助金によって外国企業は市場から徹底させられてる。従って、このcaseは、国際的は法規上問題があると考えられる。Case (ii) 上流企業と下流企業の間で中間財の価格付けに契約をもうけた場合、外国企業が市場から撤退しない可能性がある。この場合、外国企業には打撃を与える点では問題があるが、市場を撤退させないという点ではcase (i)よりは優れた政策である。Case (iii) 上流企業に研究開発が起る際、外国企業にも生産性の向上の影響が伝わる。そのため、case (i)や(ii)よりもよりよい政策である。ただし、どのcaseでも、外国企業の利潤は減ってしまうため、研究開発補助金による国際的な問題を解決することは難しい。これらに関しては、前年度からわかっていた点も含まれるが、分析内容がより精選化された。
