本研究は、教育機関によるオンライン授業の導入効果を高等教育の市場分析に取り込むことを目的としている。具体的には、経済学のフレームワークに心理学分野の意思決定過程に関する研究成果を取り入れて市場構造を再構築し、大学の最適規模と最適配置、授業料の最適水準の議論に新たな理論的視点と実証的根拠を与え、最適な高等教育政策を検討することである。大学の規模や配置の問題は、18歳人口や地域人口の減少、地方創生の視点から政策的に議論されてきたが、オンライン授業の導入によって各大学の市場構造が変化することが確認できれば、従来の高等教育政策の理論的基礎に一考察を与えるだけでなく、今後の教育システムを含めた高等教育政策に、一定の政策的インプリケーションを与えることが期待できる。そのため、今年度は前年度に引き続き、オンライン授業による個人の大学選択行動への影響を調査するため、各大学における状況変化の把握に努めた。具体的には、国立大学における志願者・受験者の動向に関する情報のデータベース化をすすめた。また、心理学分野の選好逆転現象（preference reversal phenomenon）を大学選択モデルに組み込むため、心理学分野の顕著性仮説（prominence hypothesis）を前提とした状況即応的重みづけモデル（contingent weighting model）に関する文献や資料の整理を行った。さらに、オンライン授業の質的評価に関する教育学分野の文献や資料の整理に着手した。
