项目摘要

今年度は、最初に研究史整理を行った。第1に戦後失業対策事業、失対労働者、自由労働組合の相互関係を明らかにすること。第2に失対労働者の文化活動や新宗教への関与を明らかにし、失対労働者自身の思想・感情・心性に踏み込んだ研究の必要性を提起した。しかし、失対労働者たちの新宗教への帰依と自由労組への参加が同時並行的に行われるように、常に相反する要素を組み込んでいくことを指摘した。第3に女性失対労働者を中心としたジェンダーと失対労働者研究の重要性を明らかにした。自由労組婦人部や女性失対労働者の活動を追うことで、失対労働者の生活と運動の実態やその矛盾が明確になるとした。第4に社会的マイノリティと失対事業との関係である。失対労働者の中には、被差別部落（以下、部落）出身者や在日朝鮮人が高い割合で存在していたことを指摘した。次に戦後失業対策事業と部落問題の関係を考察した。失対事業が、部落の地域有力者に支配され、地域か分断されていた。一方、部落の失対労働者と失対労働者が共同して運動をする事例が多くみられた。全日自労と部落解放同盟の中央組織同士も交流や共闘を深めていく。全日自労関西地方協議会では、全日自労本部に改革を要望していた。また、部落問題が利用され、自由労組の分断がはかられていた。部落女性の活動をみてみると、女性失対労働者たちの中にも、一部の部落女性のための運動で、失対労働者全体の運動にはならないと指摘されていた。部落女性たちは、同じ差別や貧困を共有し、部落解放運動と全日自労の運動は一体で、全日自労婦人部としても、部落問題対策が必要としていた。部落差別と失対労働者差別が一体化し、部落第一主義を乗り越え、婦人部どうしの差別・貧困の共有と連帯は、高まったものの、部落問題による分断も依然として存在していた。差別を無視して、安易な差別・貧困の共有と連帯に警鐘を鳴らす声はやまなかったのである。
