项目摘要

本研究は、非営利組織が評価を行い、その結果について公開することが、非営利組織内部と資金調達にどのような影響を与えるのかについて明らかにすることを目的としている。非営利組織に対する評価は、実践面も研究面も十分に進展しておらず、非営利組織内部では評価そのものについて懐疑的な見方も多く存在する。しかし、非営利組織の社会的価値の可視化は、非営利組織への理解を促進し、より多くの市民からの理解や寄付の呼び水となることが期待される。さらに、その成果は、SDGｓ等で社会的課題解決に取り組む営利企業や、制度の５年後見直しの始まった休眠預金活用についても、成果の可視化という点から有用であると考えている。本年度は、寄付やNPOの状況について把握するために、NPO法人の職員をはじめ、休眠預金活用に関する関係者へのヒアリングを実施し、地域課題、地域住民や寄付者の意識や寄付の動向、休眠預金活用の動向について現状把握に努めた。さらに、昨年度に引き続き先行研究サーベイを行い、寄付に対するＷｅｂ調査の分析を行った。分析については、調査で得た情報を基に寄付の経験や関心のある分野、寄付税制の利用状況などを考慮したうえで、寄付において必要な情報に注目した分析を行った。また、非営利組織の資金調達の状況について把握するため、休眠預金を活用している団体の分析の準備も行った。また、日本社会関係学会や日本NPO学会など関係学会にも昨年度に引き続き積極的に参加した。
