项目摘要

近年，社会問題の解決に向けて，市民社会の多様なアクターが連携組織（コアリション）を構築して活動し，条例制定等の成果を勝ち取る事例が世界的に増加している。中でも報告者は，格差・貧困問題の解決に向けた連携組織の構築過程を分析し，その促進・抑制要因を明らかにすることで，日本における実装に寄与することを目指している。具体的には，以下①～③を実施している。①米国における連携組織の実態調査：特にカリフォルニア州サンフランシスコ市・ロサンゼルス市を対象とし，最低賃金条例や有給休暇条例，家事労働者の権利章典の制定過程において連携組織が果たした役割を，フィールドワークにより明らかにした。その一部は以下研究成果にて発表している。また，②米国の参加型労働教育手法収集に基づく教育プログラムの整備を行った。さらに，③日本におけるプログラムの実践・評価を，研究成果の通り実施した。実施内容は振り返りを行って評価し，改善を図っている。
