项目摘要

本研究は、知識階級と民衆との出会いの場に着目し、異なる複数の「生存権」の生成とせめぎあいと創発を見出すことを課題としている。本年度は、貧困者と直接の関係をもちながら「生存権」の保障をめぐる問題に向き合った実践として、昭和初期における「不定居」的貧困に対する社会事業調査と大阪府方面委員の日常業務における生活困窮者調査を比較分析し、支援者・調査者と被支援者・被調査者とが、ある種の共同作業を通じて、貧困者を取り巻く社会関係にどのような影響をもたらそうとしたのかを考察した。これらの「調査」においては、調査者と被調査者とが支援―被支援の関係にあり、「調査」は被調査者に対する支援や救済の活動と結びついていた。そして、支援者である調査者は、調査の対象となった人びとの尊厳や生活や「権利」を守るために、彼らの声を一般社会に向けて代弁した。これは同時に、被調査者および調査の外に置かれた他者の多様な声を覆い隠すことでもあった。二つの事例の考察を通じて浮かび上がってきたのは、調査者・支援者が貧困者の尊厳や生活、そして救済へのある種の「権利」を守るために、貧困者の声を代弁し、同時に声を奪っていく様であった。この過程においては、一般社会から排除されている人びとが労働者・市民として一般社会への包摂を志向する人びととして提示されるだけでなく、排除された人びとの固有の生活世界を否定することへのためらいが示唆されていることにも注目しておきたい。以上の考察を踏まえて、次に取り上げる東京帝国大学セツルメントの活動に関する問いと分析枠組みを明確にし、次年度における資料収集と分析の準備作業を進めた。
