项目摘要

産学連携を推進するに伴い、大学に利益相反問題が生じてくることは避けることができない。こうした大学での利益相反問題に対処するため、これまで文部科学省が主導して各大学における利益相反委員会の設置など利益相反マネジメントの体制が整備されてきたが、種々の調査研究等から、これらのマネジメントの実質が備わっていないことが明らかとなってきている。大学の利益相反マネジメントを実質的なものとするためには利益相反に関連した幅広い知識を持つ利益相反アドバイザーを養成・配置して安定的に対応することが効果的である。このため本研究は、利益相反アドバイザーを養成するためのカリキュラム及び教材に関する研究開発を進めることを目的とした。本研究においてこの課題に応えるために、2021年度は、大学の産学連携活動等の現場で具体的にどのような利益相反事例が起きているかというアンケート調査を実施した。この調査結果をもとに、当該事例に係る利益相反問題を明確化して、利益相反アドバイザーに求められる知識と、対応に必要な技術・態度等を網羅的に整理した。2022年度は、これらの成果を踏まえて、大学における利益相反アドバイザーのための基礎知識をまとめた教材「大学における利益相反マネジメントの理論と実践－利益相反アドバイザーの養成を目指して－（基礎編）」を作成した。同テキストにおいては、「第1章利益相反とは何か、利益相反マネジメントはなぜ重要か」、「第2章大学と産学連携に関する制度・法令」、「第3章国立大学の会計・契約制度」、「第4章国立大学の兼業等に関する制度」、「第5章知的財産権に関する法令」、「第6章人を対象とする研究に関する制度・法令」、「第7章医薬品・医療機器、健康食品に関する制度・法令と大学の関係」、「第8章最近の新たな制度～国立大学法人の出資～」、「第9章研究インテグリティ」に分けて執筆・刊行した。
