项目摘要

本研究は、日本の大学における学生納付金（以下、学費）について、その論理と構造を実証的に明らかにすることと、学費の社会的合意水準を探究することを目的とするものである。コロナ禍の中で、大学の学費負担は社会的課題として再認識されたこと、また、2020年度より新たに開始された「高等教育の修学支援新制度」などの制度環境の変化も視野にいれつつ、大学における学費を学術的に探究することを目指している。本研究は、①日本の大学の学費がどのような経過で現在の価格水準や多様性（特に、私立大学における多様性）を持つに至ったのか、歴史的経過を明らかにすること（①歴史的研究）、②日本と同様に公立（州立）大学と私立大学が存在し、学費負担が社会的課題とされている米国を比較対象とし、その現状を把握し参照すること（②日米比較）、③コロナ禍の中で学費に対してどのような見解が表明されているのかを収集・整理・分析すること（③言説分析）、④①から③の研究成果をもとに学費のあり方に関する設問を作成し、一般市民を対象とする社会調査として質問紙調査を実施し、その社会的合意水準を探索すること（④社会調査）、を具体的内容としている。2022年度は、コロナ禍が続く中での研究として、①歴史的研究を中心に取り組むこととし、その前提として、日本の大学の学費の現状把握に中心的に取り組んだ。具体的には、高等教育の修学支援新制度における機関公表資料（各機関の公表する「大学等における修学の支援に関する法律第７条第１項の確認に係る申請書」）を収集し、分析することで、修学支援新制度の受給状況と課題を明らかにした。また、大学・短大・専門学校の学校種をこえて、卒業後に同一の国家試験（看護師国家資格）の受験資格を得ることができる看護領域に着目し、その学費水準の分析を試みた。また、②日米比較として、米国の大学の学費に関する先行研究等の収集を進めた。

This study explores the logic and structure of student contributions to Japanese universities and the level of social desirability of tuition. The specific information on the new system of study support for higher education ("Application for confirmation of the system of study support for universities, etc.") is collected, analyzed, and the status and issues of the new system of study support are clarified.
