项目摘要

本研究は、アメリカ合衆国において近年急速に拡大している公立大学の授業料無償化政策の特質と課題を検討することを目的としている。2015年1月、バラク・オバマ前大統領は公立2年制大学の授業料無償化の推進を提案した。これを受けて、近年、各州では授業料無償化の取り組みが広がっている。ただし、これは授業料そのものを徴収しないのではなく、授業料から連邦等の給付奨学金を差し引き、最後に残った額を州政府が給付する「ラストダラー型」の奨学金制度によるものが多い。そこで、本研究では、アメリカ合衆国において近年急速に拡大している公立大学の授業料無償化政策の特質と課題を検討することを目的とし、各州の無償化政策に関する理念、財源、受給要件、給付方法等の様々なデータを比較分析するとともに、特徴的な州のケーススタディを実施し、授業料の実質的な無償化を可能とする奨学金制度・高等教育財政制度の特質を考察する。今年度も新型コロナウイルスの影響により現地調査が不可能であったため、米国内の先行研究収集および各州の報告書・データ収集を行い、これらをもとに検討を行った。これらの研究成果は論文・著書にまとめた。
