项目摘要

本研究は、現代日本社会における教育費負担の在り方を検討するために、教育費の私的負担を軽減する関連諸制度について包括的に分析し、その制度配置の構造的課題と制度接合の可能性を探究し、教育費の私的負担を軽減する関連諸制度の現状や将来的構想が社会的支持を得られるかどうかを実証的に検証することを通じて、教育費負担及びその軽減制度の今後の在り方を示すこと目的としている。具体的な研究課題として「①個々の制度の再検証」「②制度配置の全体構造の把握」「③利用実態の全体的把握」「④制度接合・改革構想の考案」として既存の関連制度の全体構造と再編可能性を検討した上で、「⑤社会的支持の検証」として、関係する制度配置の現状と改革構想について一般市民に尋ねる質問紙調査を行うことを計画していた。しかし、2020年度に生じた新型コロナウイルス感染症（COVID-19）の社会的影響が2022年度も続き、コロナ禍のなかで様々な公的支援が検討され、実施されたことから、その状況をどのようにとらえるか、過去3年間同様に社会状況を対応した調査の実施計画を再調整することとした。このようななか、2022年度は、2021年度に実施した全国の地方自治体（市区町村）への質問紙調査（回答数725件・回答率43.2％）の分析をすすめ、研究成果として論文を公表するとともに、政策動向を把握し、本研究が実施する最終的な社会調査の調査計画の再構成することに取り組んだ。その結果、調査の分析結果として、コロナ禍の2020年・2021年度の状況において、人口規模の大きな自治体（東京都特別区、政令指定都市、中核市等）では、就学援助制度等の既存制度の積極的な活用が志向されていた一方で、人口規模が小さい自治体（町・村）ではこれまで通りの運用として位置付けられていたことが示された。非常時対応や新たな教育環境に対する対応の自治体間の差を課題として指摘した。

This study aims to examine the impact of education costs on modern Japanese society, analyze the issues involved in institutional structure, explore the possibility of institutional integration, explore the current status of institutional mechanisms, and examine the assumptions of the future regarding the impact of education costs on private institutions, and provide evidence for social support. The burden of education and the future direction of the system of reduction of education expenses should be indicated. Specific research topics include: (1) Reconsideration of individual systems;(2) Grasping the overall structure of institutional allocation;(3) Grasping the overall utilization of reality;(4) Examination of institutional integration and reform assumptions;(5) Examination of the overall structure of existing related systems; and (6) Reconsideration of social support. The status quo of institutional arrangements and reform assumptions are among the concerns of the general public.
