１．文献研究、２.国内都市分散型地域の面接調査、３-1多国籍の外国人幼児の入所の多い１自治体の全園対象の質問紙調査、3-2　同自治体の地域子育て支援部門の専門職への面接調査、４．国外先進地域のフィンランドの移民の子どもへ保育に関するオンライン面接調査を実施した。収集した調査データを障害の可能性のある外国人幼児の早期の把握と支援における阻害／促進要因、および、円滑な就学移行の阻害／促進要因の視点から分析した。１．外国人家庭の子育ての課題と必要な支援に関し、子育ての困難さと子育て支援の動向を概観した。結果、地域や国籍に係わらず共通する困難さと、外国人が多く居住する集住地域と散在地域では異なる様相が示された。また、災害、親の精神的不調、子どもの障害などにより支援が必要な家庭には、医療通訳、キーパーソン、母語による音声情報や支援に必要な基本単語の多言語化、関係機関との連携、発達健診の基準の確立などの必要性が示され、よりよい子育て支援を検討した。２．保育所における外国籍の特別ニーズ児への対応課題について都市型散在地域の保育士、保育職員を対象に面接調査を実施し、要因分析をM-GTAを用いて分析した。３．1自治体の保育上気になる外国人幼児の担当保育士を対象に質問紙調査を実施し、支援の促進／阻害要因を分析した。また親子で利用する地域の子育てひろばの事例を分析し、障害の可能性のある外国人幼児の把握において親子の行動観察が可能な子育て支援の場の有用性を示した。保健センター健診部門、日々利用する保育所との連携強化の必要性が示された。４．フィンランドの移民受け入れと保育の実際について、現地園の園長および保育者を対象にオンライン面接調査による実態把握をした。母語の保障、外国人保護者への通訳を活用した対面コミュニケーション保障の公的システムの重要性が示された。
