项目摘要

本研究では、地域における諸資源の魅力を再発見し、再構成して新たな価値を付加する力を析出しようとしているが、現段階ではこれを一般化と個別化の枠組みで議論している。2022年度は、昨年度に引き続き、コロナ感染症の蔓延から、国内有識者などへのインタビュー調査を目的とした出張並びに対面での会合は、極めて限定されたかたちでしか実施できなかった。このため、一般化の枠組みの議論に注力した。第1段階の人口減少期にみられる新たな価値創出の分析については、現地調査が不十分であったことから、人口論・文化人類学における地域社会の分析視点などの文献調査を中心に行い、既存の学説をサーベイし、関連する論点を整理した。第2段階の、農村における諸資源の再評価がどのように新たな価値を導くのかのメカニズムについて、昨年度に行った学会発表「デジタルネイティブ世代の農村共同体との親和性」における質疑応答結果を踏まえ、本報告内容の追加分析を行った。試行的なものも含め、計量分析自体は量的に大分なものであるが、論文にするための分析の解釈は道半ばであり、次年度の課題とする。また、この計量分析のベースとなった「農村政策革命」とも言える新展開が、その後国政において必ずしも引き継がれていかない状況から、農村政策に関する動向の再整理を行い、これが地域の内発的発展にどのような影響が及ぶかについて考察を加えた。これは、一般化の枠組みで議論した論点の、個別具体的な活動との関連づけを検討したことの一つである。現地調査も、戦後から農場展開を行っている例を対象に限定された内容で実施した。地域外からの移住者が地域に溶け込み、多くの農家や飲食店を巻き込み、お祭という催事ができるまでの成長の実態とその背景について情報収集し、考察を加えた。これも個別化で設けた課題の一つである。
