本研究の目的は、地域の若い世代から中高年までの多世代を巻き込んだ地域互助力の強化を基盤とした持続可能な高齢者防災システムを構築することである。本研究は5年間で実施することが計画されており、2年目である2022年度は、作成した教育プログラムを用いて、①中高生を対象に高齢者・高齢者防災に関する教育を実施する。また、②中高生および中高年を対象に高齢者防災サポーター育成講習会を実施することが計画されていた。しかし、新型コロナウイルス感染症拡大により、前年度計画の進行が遅れていたため、まず、前年度決定したモデル地域の自治会等に対し研究の説明を実施するとともに、モデル学校（高校）を決定し、学生サポーターの育成プログラムについて高校、行政とともに検討し、2023年度計画を決定した。前年度に概要の作成にとどまった、中高生を対象とした高齢者および高齢者防災に関する教育プログラムおよび、中高生と中高年を対象とした高齢者防災サポーター育成プログラムについては、その内容をさらに検討して洗練させ、プログラムを完成させた。高校生を対象とした教育プログラムには、高齢者防災の視点のみならず、高齢者と高齢者へのケアの視点を理解することを目的とし、老年学および老年看護学の観点も加えた。また、高齢者防災サポーター育成プログラムには、一般的な防災対策の視点のみならず、災害時に高齢者の生活機能を維持するための対策も加えた。
