行政保健師の健康危機管理に関する受援計画の策定に関して、受援経験のある行政保健師に受援においての難点や工夫点等のインタビューを行い、受援計画の要点を明らかにし受援計画の策定をアクションリサーチにて行い、マニュアルを策定するのが本研究の目的である。本研究は、被災地での保健師の受援状況を明らかにし、受援計画のモデル案を作成する。そして作成した受援計画のモデル案を基に、行政保健師と共に自治体の特性に合致した受援計画を策定し、その策定プロセスをアクションリサーチの手法を用いて明確化し、受援計画策定のガイドラインを示すことにある。COVID-19の流行により、保健師業務が過密となっていた現状から、保健師対象の調査を実施できなかった。ただ、IHEATの活動に参加することで、実際の受援している現場で保健師が他職種や他機関からの受援を行っている状況が把握できた。また、これまでは行政の中での受援は、事務職が取り上げられることが多かったが、COVID-19とその対応のためのIHEAT活動により、専門職が受援することが増え、保健師の受援についても論文が増えており、現在30以上の研究や報告がされている。これらの知見をまとめ、インタビューなどの質問項目の検討に活かす予定である。また、感染症法、医療法の改正に伴い、日本看護協会から派遣していた災害支援ナースの身分や研修の変更がある。災害支援ナースは避難所で一緒に活動することになる可能性が高いことから、これらの変化を踏まえて、どのような相手を受援し、どこに配置するかなどの具体的な内容の参考にし、計画作成に活かしたいと考える。今後、研究や報告、災害支援ナースの動向を把握し、受援計画作成のプログラムの改訂を行っていく。
