项目摘要

本研究は、環境政策のうち、情報を用いた政策とその効果の異質性に焦点をあて、①情報の非対称性の緩和の視点から、また、②行動科学の知見を用いた視点から、外部性を内部化しようとする方法が社会に与える影響を、効率性と公平性の両面から実証的に検証し、ポリシーミックスを含む望ましい政策デザインを検討することを目的としている。本年度は、これまでに取りまとめた研究成果2件を国際学術誌から公開することができた。（１）Nature Sustainability誌から公開した論文では、公共財に対する便益評価の異質性に着目し、環境保全に対する価値観が国によって異なる原因を体系的に解明した。論文では、世界19ヵ国（G20）の居住者を対象に大規模横断的に実施した選択型実験による環境評価研究調査の回答データを分析し、国・地域の社会指標（平均寿命、所得不平等、ジェンダーギャップなど）や、回答者個人の指標（健康水準、相対所得、幸福度など）が、環境財に対する便益評価の決定要因になっていることを明らかにした。（２）International Economic Review誌から公開した論文では、金銭的インセンティブ（リベート）と非金銭的インセンティブ（社会比較ナッジ）が人々の節電行動に与える影響をランダム化比較実験で分析し、比較した。DIDと因果的機械学習の両方を用いて平均介入効果とその分布（異質性）を推定して両介入効果の特徴を比較し、情報を用いた政策介入の効果を評価する際には平均値だけでは情報が不十分であり、効果の異質性（介入効果の分布や偏り）にも着目する政策評価手法や政策設計が必要であることを示した。また、上記を含む研究成果を週刊エコノミストなどの一般雑誌で紹介するなど、社会への成果発信にも努めた。
