项目摘要

本年度は, これまで進めてきた研究成果をとりまとめると同時に, 今後のさらなる研究の土台となる研究テーマにも着手して報告を行った. まず，評価主体の多様性に着目した環境価値の国際比較については，昨年度に国内外で成果を報告したため，今年度は国際学術誌への投稿論文の作成に努めた．この研究は，ライフサイクル影響評価の専門家によって自然科学や疫学の知見から推定された「人間健康」や「生物多様性」に対するグローバルな環境ダメージをベースに，それらを量的に緩和することに対する社会的評価の大きさについて19ヵ国（G20）に居住する人々に社会調査することによって，各問題に対する地域別・個人別の優先順位とそれに関連する社会経済属性を比較検討したものである．論文の中では，居住する国を問わず，個人の主観的幸福度や相対的所得水準が高いほど，環境ダメージの緩和に対する支払意思額も高いという先行研究とも整合的な傾向を示すと同時に，但し，「人間健康」と「生物多様性」の相対的な優先順位に関しては，高所得国（一人当たりGDPが2万ドル以上）で生物多様性を優先し，中所得国以下（一人当たりGDPが2万ドルに満たない）で人間健康を優先するという傾向がみられることを示した（この分断は世銀によるmiddle income trapのカテゴリーとも整合する）．英文校正まで完了しており，調整の上，学術誌に投稿する．また，本研究で推定した評価額を便益移転して更新することを目的に，機械学習を用いた評価・推定方法についてまずは先行研究の多いエネルギー分野で検討を行い，ディスカッションペーパーにまとめて学会発表を行った．さらに，ライフサイクル影響評価の専門家と協働し，本研究で用いた手法を炭素の社会的費用にも拡張させ，人間健康と生物多様性などの非市場財を反映した炭素の社会的費用の算出を行った．こちらも，現在論文を取りまとめているところである．
