项目摘要

本年度は研究エフォートの確保が難しくなり、必ずしも計画に従った研究の遂行はできなかった。しかしながら、ドメスティック・フェアトレードの考察の基礎である伝統工芸品産地の現地視察を引き続き行い、職人、企業経営者等と多く意見交換を行うことができた。本年度の視察対象となった伝統工芸品（染物、織物）は以下のとおりである。久米島紬、沖縄紅型、喜如嘉芭蕉布、琉球紬、宮古島上布である。いずれの伝統工芸品、あるいはその産地でも、これまで行った視察調査と同様の調査結果を得ることとなった。第１に、伝統工芸品の高価格設定の背景にある手技・苦労が可視化しづらく、日用品としての市場維持には大きな問題があること。第２に、原材料入手の制約の増大、後継者不足等により、製造そのものの維持に問題が生じていること。第３に、伝統工芸品の職人はものづくりの意識が強いため、商品の販売については関心を持ちづらく、問題があることを認識しながらも問屋制度に依存しがちである傾向。第４に、しかしながら、伝統的工芸品認定要件の一部を簡略化した低価格商品の開発、伝統的工芸品の要件を堅守しつつも日常使いに適した新商品の開発、さらには直販への挑戦など、現状に変革をもたらそうとする起業家精神の発揮も認められること、等である。概して、伝統工芸品の製造・販売を生業とすることの困難は共通して確認でき、産業をビジネスとして維持すべきか、あるいは保護されるべき美術品として維持していくかの選択を迫られていると言って良い。ドメスティック・フェアトレードの発想については、おおよそ肯定的な見解が示された。ただし、その仕組みづくりについては困難を指摘する声もあった。伝統的工芸品産業にドメスティック・フェアトレードの仕組みを実現させるにあたり、事務局機能をどのように構築するかも問題で、これについてはさらなる検討を進める必要がある。
