2022年度は研究代表者の健康上の問題により，当初予定していた研究計画を実質的にほとんど遂行することができず，1年間の研究期間の延長を行った。今年度は，①商業出版社の業績調査，②日本の大学図書館の所蔵図書の調査，③学術情報流通におけるガバナンス調査を計画していたが，上記の理由により，①②に関しては新しいデータの入手，③の調査のみに関して，ルールメイキングに関する文献調査に着手するだけに留まった。具体的調査として，①②に関しては，2022年度に新規に公表された報告書およびデータの入手を行い，過去分と統合することで経年的傾向に変化が見られるかを把握した。③に関しては，ルールメイキング（ルール形成）に関する基礎的概念を把握するために，図書館・情報学分野以外の他分野における関連文献の網羅的収集と精読を行った。結果として，ルールメイキングを扱う分野には社会科学および工学分野にわたって多様な分野があることがわかった。たとえば，法律学分野における競争法，政治学分野における政策過程論・国際行政論，経済学の行動経済学，経営学分野の競争戦略論，工業学分野の技術標準化などである。各分野で提唱されている概念，モデル，アプローチ，枠組みをそのまま学術情報流通におけるルールメイキングに適用することは不可能ではあるが，同領域にも適用可能なものもいくつか散見され，来年度以降も引き続き文献収集と精読を行い，事例分析を実施する予定である

In 2022, the health problems of the research representatives were discussed, and the quality of the research plan was determined at the beginning. The extension of the research period within one year was carried out. This year, we will conduct (1) a survey on the performance of commercial publishing houses,(2) a survey on books owned by Japanese university libraries,(3) a survey on academic information circulation, with the reasons stated above,(1) a survey on innovation,(3) a survey on literature, and (4) a survey on academic information circulation. Specific investigation, ①② related to the 2022 new regulations, the public table report, and the implementation of the new regulations, the past, the trend of integration, and the trend of change. (3) The collection and refinement of related literature in other fields besides library and informatics. As a result, the division of social science and engineering is divided into several fields. Competition law in the field of law; Policy process theory in the field of politics; International administrative theory; Operational economics in the field of economics; Competition theory in the field of economics; Technical standardization in the field of industry. Each field is divided into three categories: concept, category, group, academic information flow, application, impossibility, application in the same field. In the coming year, the literature collection and refinement will be introduced. Case analysis will be carried out.
