项目摘要

本研究は、記者に対して自主的な遵守が求められる報道倫理を、特に、〈取材源〉－〈記者・報道機関〉－〈公衆〉の関係性に着目しながら追究することを目的とする。主な研究方法としては、①報道倫理に関する理論構築を試み、②報道における個別具体的な倫理的課題について検討を行う。2022年度の研究実績は以下のとおりである。①報道倫理に関する理論構築に関しては、前年度における今後の研究の推進方策に記載していたとおり、取材源の「表現の自由」や報道機関（記者）の「取材の自由」および「報道の自由」を自由権の側面から検討する上で、〈取材源〉－〈記者・報道機関〉の関係性に着目したところ、「取材する者」「取材される者」、「能動」「受動」といった言葉で捉えられない報道現場の現実に直面し、再考の必要が出てきた。前年度に引き続き、法学や哲学の分野の「自由」や「権利」に関する議論を精査していたが、〈自〉－〈他〉という二項対立的視点で捉えることに限界があると感じ、新たな視点での検討を試みた。現象学にもとづいた認識論、「中動態」や「利他」という考え方、さらには東洋的視座からの哲学や思想について学び、「取材する者」「取材される者」の関係性の捉え方や、報道倫理において重要なキーワードである「公共性」「公益性」について考える際の視野を広く設定し直すことができた。本研究を遂行する上で新たな問いを立て直す必要が出てきたが、報道倫理に関する理論構築の過程において重要な作業であるため、この試みは次年度も継続する。②個別具体的な倫理的課題についての検討に関しては、前年度に引き続き、内部告発報道に関する事案について検討し、それに加えて、事件・事故や公害に関する裁判報道や、沖縄戦～アメリカ軍による占領～施政権返還の歴史が今も影響する沖縄をめぐる報道などについて検討をし、被害を受けた側が権利を主張する際の報道の役割について考察した。
