ジャーナリストが知る権利や公共の利益に奉仕するとともに、内部告発者を保護し、告発後の社会的影響に配慮した報道が可能となる方法を明らかにすることを研究目的とし、下記のとおり研究を行った。（１）27年度は公益通報者保護法改正に向けた動きが本格的になってきたため、報道機関への告発に関連する外部通報要件の見直しに関する研究として、裁判例の分析、文献調査、海外の保護法制との比較研究、検討会やシンポジウム等への参加を行い、現行法制度の課題や論点を明らかにした上で、公益のため広く不正を世間に知らせるという「告発者の表現の自由」における報道の役割の重要性に関して、労働者の「表現の自由」や消費者の「知らされる権利」の観点も取り入れた多角的考察を行い、成果として論文投稿した（参照：研究発表欄）。（２）公務員の内部告発に関する研究として、公務員を告発者とする告発制度に関する文献調査を行い、行政機関においては法定された告発義務として人事制度の中で主に議論されてきたことを明らかにし、また、公務員の内部告発事案を対象に告発者等にインタビュー調査を行い、自身の正義感というよりは法定された職務を忠実に行いたいという公務員の視点からの「公益」の捉え方や上意下達が徹底される組織での内部告発の困難さなど、新たな知見を得た。（３）告発者保護と報道の関係性に関する研究として、米国の告発者保護団体を対象にヒアリング調査を行い、告発者保護と不正の報道との性質の相違、告発者を取り巻く利害関係者の役割分担、告発者の匿名性等について、多くの告発者保護事案の実体験に基づいた示唆を得た。また、英国の調査報道センター主催の告発報道に関するシンポジウムに参加し、内部告発報道においてもデータジャーナリズムが注目されていること、ジャーナリストは権力の監視という意味で政府や行政の情報公開としての内部告発に特に注目していること等がわかった。
