令和４年度はパンデミックの影響が緩和されたものの、政治情勢および治安情勢の著しい不安定化により、計画当初に設定した研究課題の遂行に支障をきたした。しかし、国内での理論構築に取り組み、また後半は幾つかの調査先での受入が可能となったため、以下の進展が見られ、これまでの計画の遅れを少し取り戻すことができた。第一に、弾劾裁判に際した各国会議員の投票行動について、各政党内で党議拘束が機能するために必要な要素の一つである選挙時の支援体制に関する理論構築を進め、その成果を国際学会で共同発表した。パンデミックの影響によりオンライン開催となったが、各国のラテンアメリカ政治の専門家とオンライン上で意見交換をし、理論の修正に取り組んだ。報告ペーパーは何度か推敲を重ね、国際学会ジャーナルに共同で投稿した。第二に、研究対象国のうち２か国を訪問し、インタビュー調査に取り組んだ。以前よりオンライン講演会を通じて意見交換を続けてきたペルー・サンマルコス大学、パラグアイ・アスンシオン大学に加え、ペルー問題研究所やペルー・カトリカ大学も訪問し、研究者と意見交換した。ペルーでは、こうした研究者から政策立案に携わった元国家公務員等を紹介され、情報収集に取り組んだ。パラグアイでは、既存の人的ネットワークを生かし、主要政党の党員等からの情報収集を進めた。第三に、治安情勢の悪化により訪問が叶わなかったベネズエラでは、令和３年度同様、市民活動家へのオンライン上でのインタビュー調査を継続した。このインタビュー調査を通じて、弾劾裁判が成立しない背景や、大統領罷免請求の障壁になっている課題について情報収集できた。
