项目摘要

先進国の支援者が発展途上国の被支援者に防災教育支援を行うが、その知識・技術が被支援者に定着しないという課題がある。本研究では、支援者と被支援者との間の災害観の差異を理論的に位置づけるツールを提示し、防災教育のアクションリサーチを通して差異を克服し、持続する防災教育を目指している。ここで言う知識・技術とは、防災科学に基づく知識・技術も含んでいる。そのため、防災科学的知識・技術に対して人々はどう振舞ってきたのかを明らかにすることは、災害観の差異を位置づけるうえで重要である。そこで、当該年度は、メキシコ、ネパール、日本の各研究対象地域においてフィールドワークや先行研究から検討を進めた。たとえば2015年ネパール大地震直後に、市民の間で「〇時〇分に大地震が起こる」という噂が広がり、噂の時間が近づくと屋外に避難する人々が多数いた。専門家は防災科学的知識に基づけば、地震を予知できないのだから、噂を信じないようにとの発信をしていたが、人々の不安解消にはつながらず、人々は噂に翻弄され続けた。防災科学に対する不信の態度があった。他方、メキシコ・シワタネホにおいて行ってきた一連の防災教育アクションリサーチを通して、人々の防災科学的知識・技術に対する高い期待や信頼が観察された。つまり、ネパールとメキシコでは、防災科学的知識・技術に対する人々の振舞いには差異があり、同じ防災教育アプローチでもその成果は異なるものになることが想定される。これら調査の成果は、昨年度に行ってきたカルチュラル・チューニングの理論的・実践的整理も含めて、学会や研究会で発表するとともに、論文化を進めている。

Support from advanced countries is on the way to development. Support from disaster prevention education is on the way to development. Knowledge and technology are on the way to development. This study aims to provide guidance on how to overcome the theoretical differences in disaster prevention between the supporters and the recipients, and how to overcome the differences in disaster prevention education. Knowledge, technology, disaster prevention science, basic knowledge, technology, etc. The knowledge and technology of disaster prevention science are important to people. In the current year, the study will be conducted in the areas of research, production and research in Japan. In the aftermath of the 2015 earthquake, citizens sometimes said,"The earthquake started at 0:00 a.m.," and most of them took refuge outside the house. The knowledge base of disaster prevention science in China, earthquake prediction, information transmission, human disturbance elimination, and human disturbance prevention are all in the process of transformation. The attitude of disaster prevention is not credible. Other aspects of disaster prevention education, communication, scientific knowledge and technology of disaster prevention are expected to be highly developed. The knowledge and technology of disaster prevention science are different from those of disaster prevention education. The results of this investigation were published last year, and the theoretical, practical, and scientific research was conducted on the progress of culture.
