项目摘要

本科研は社会学、建築学、法学など学際的なアプローチで、災害後の被災者への住宅供給と平時住宅政策の国際比較研究を柱としている。本年度も年度途中まで新型コロナウイルス感染症拡大防止対策の影響により社会活動と調査の制限があった。そのため一部の国内被災地の調査実施にとどまり、ニュージーランドについてはweb調査による資料研究の分析を進めた。日本における準公営住宅（民間賃貸住宅・空き家の新活用含）中でも災害発生時の被災者への実現可能性について継続調査した。分担研究者は災害時要配慮者に対する医療・福祉サービスの継続を担保するための個別避難計画の活用可能性について調査した。これらにより災害時の被災者への支援と平時の社会保障との連続性、断続性を考察してきている。また、被災当事者の声を調査研究に組み込む仕組みの一つとして「全国被災地語り部シンポジウムin和歌山」を開催した。「稲むらの火」で知られる170年前の安政の南海地震・津波災害においても住宅復興は最重要課題であった。本シンポジウムでは昭和南海地震・津波、雲仙普賢岳噴火災害、阪神・淡路大震災、東日本大震災・津波被災地にかかる語り部が一堂に会し多様な視点で議論した。その内容が着目され、NHK和歌山放送局・「守る」の特集番組、テレビ和歌山、NHK・FM和歌山・「ラジオ防災講座」、ラジオ和歌山放送、日本経済新聞、朝日新聞、毎日新聞を含めた多数のメディアによって詳細が全国に報道されたことで、本テーマを社会で広く考える機会に繋がった。
