项目摘要

障害を持つ留学生、特に発達障害等の「目に見えない」障害を持つ交換留学生がその限られた期間中に留学目的を十全に達成できるような教育・支援体制を構築をするために、2022年度の交換留学生受け入れ再開に向けて関係部署と受け入れ体制整備のための協議を進めていたが、2022年度は政府の水際対策緩和を受け、交換留学プログラムも3年振りの実施となった。そこで、2022年度は2021年度までに明らかになった受け入れ体制の問題点の中で、関係部署等との協議により変更を加えた点について実際に有効に機能するかどうか検証を試みた。変更点であるが、具体的には、①派遣元大学で合理的配慮を必要としていた学生については本人の承諾の下、派遣元大学との情報の共有を行い、入国前に本学のカウンセラーとの面談日時を設定し来日後速やかに面談を実施すること。②合理的配慮がすぐに実施できるように、基本的には派遣元大学で実施されていた配慮内容を踏襲すること。③プログラムコーディネーターは障がい学生支援室のカウンセラーと定期的に連絡を取り、配慮の必要な学生への緊急対応についても速やかに実施できるようにすること。④プログラムコーディネーターはプログラムの科目を担当する他の教員、特に非常勤講師と連携し、別室受験のための教室の手配等を統括する役割を担うこと、である。プログラム終了後に合理的配慮を必要とした学生に対してアンケート調査及びインタビュー調査を実施するとともに、障がい学生支援室のカウンセラーとともに変更を加えた今年度の支援体制について振り返りを行った。その結果、今年度実施した変更点については概ね有効に機能することが明らかになったが、緊急時の際には受け入れ担当事務室との連携体制をより強化する必要があることが示唆された。この結果については2022年度国立大学留学生指導研究協議会の研究会において発表した。
