近年、日本の自治体では、長年にわたる採用試験の受験者数の減少と競争率の低下を背景として、人材採用制度の改革が進んでいる。本課題は、こうした自治体の採用政策の変化を、「試験方式」「広報・募集」「採用スケジュール」等の複数の要素から構成される「戦略」の観点から把握することで、今日における自治体の採用政策の実態と課題を明らかにすることを目的としている。昨年度までは、本課題と関連する行政学、経営学、経済学等の文献の収集、自治体の人材採用に関する既存の調査データとの分析を実施した。その作業を踏まえる形で、①本年度は、上記データの分析を通じて、自治体の採用政策の変化に関する全国的な傾向とその背後にある戦略の内実いついて検討した。その結果、先行研究で主に指摘されてきた採用試験の負担軽減（例：筆記試験の廃止）のみならず、受験者数確保のために年齢制限の撤廃・緩和、採用スケジュールの変更・短期化、広報媒体の多様化等のさまざまな工夫が普及しつつあり、その一部は実際に短期的な競争率の上昇につながること、またその背後にある戦略観が日本企業の伝統的な採用の論理に近接しつつあることを明らかにした。②加えて、個々の自治体の採用政策の形成過程を分析するために、インターンシップ型採用などの特徴的な取り組みを行っている自治体へのヒアリング調査を行った。後者に関する成果は次年度に総括を行い論文や学会報告等の形で公表する予定である。
