项目摘要

本研究を構成する4項目（項目A：分析枠組み構築，項目B：貿易・経済構造分析，項目C：債務・財政の持続性とガバナンス分析，項目D：対応策分析）のうち，項目Aに関しては，外国研究協力者からの包括的な反論を受けたことから，それを昇華させた枠組みを再度構築することとなった．項目Bの内，デジタルインフラ整備・法整備に関しては，一帯一路沿線国等のデジタル分野における政府規制に中国の関与が与えた影響「中国効果」の存在を，パネルデータを用いて「差分の差」分析により明らかにし，トロント大学にて研究報告した．国家送電網の買収に関しては，フィリピンでは中国企業への警戒感も相まって，送電網新設・更新に目に見える形で貢献していないこと，ラオスでは水力発電の季節変動調整と中国建設の高速鉄道の電源供給に貢献しているとの知見を得た．また貿易影響に関して，マレーシアのヤシ油を事例として分析した結果，貿易構造にもレント蓄積にも大きな影響を及ぼしていないとの知見を得た．項目Cの内，債務・財政の持続性に関しては，ラオスでの聞き取り調査と部分開通した高速鉄道の実地視察から，中国のラオスに対する高速鉄道等の経済インフラ整備支援と財政・対外債務悪化が同時進行しているがいまのところ破綻には至っておらず、一方である程度の経済波及効果が期待される見通しを得た．これに関係してラオスの主要企業の資金調達に関する研究を国際学会で報告し，東アジアの資本フローの現状に関する論考を出版した．中国との貿易・直接投資による政治経済構造への影響に関しては，ラオスに関して特に公的債務に占める割合の高いエネルギー（電力）セクターを，同国の関連国家計画の変容に配慮して検討した．
