项目摘要

令和4年度は、ベトナムでの調査実施に向けて、まずオンラインによるミーティングを2回行い、日本人とベトナム人の研究メンバーが調査の時期や具体的な内容について意見を交換した。そこでの議論をふまえて、ベトナム人のメンバーがベトナム南中部に位置するビンディン省の省都、クイニョンへ出張し、帰国した元技能実習生を対象とする予備調査を実施した。その元技能実習生は、日本で環境保全型農業に従事し、持続性の高い農法を学んで帰国した。現在は、日本で修得した知識と技能を活用し、無農薬・無化学肥料の農法に取り組んでいる。彼の事業は軌道に乗り、現在規模拡大を続けていることが明らかとなった。その後、新型コロナウイルスの水際対策が大幅に緩和されたことを受けて、日本人とベトナム人の研究メンバーがともにベトナムでの調査を実施することになった。まず、ホーチミン市内にある技能実習生の送り出し機関2社を訪問し、コロナ禍における技能実習生の就労状況や送り出し機関としての今後の方向性などについてインタビューを行った。その結果、2社とも、帰国した技能実習生の日本での経験を活用した新しいビジネスの展開を模索していることがわかった。さらに、クイニョンへ移動して、予備調査の対象となった元技能実習生の農場を訪ねた。そこでは、農場経営者である元技能実習生より、来日の動機や技能実習生としての経験、現在の農業経営の状況と将来展望などを聴き取った。とくに興味深かったのは、その元技能実習生の勧めによって、彼の農場の従業員である2人のベトナム人男性が、現在、香川県の農業者のもとで環境保全型農業に従事しているということである。こうした事実からも、元技能実習生が帰国後に農業ビジネスを展開するうえで、日本での就労経験が重要な位置を占めている様子が見て取れた。
