项目摘要

新型コロナウイルス感染拡大等による影響が低下したこともあり、各種ヒアリングについてはほぼ予定通りに進めることが出来た。本年度実施項目は以下の(1)～(4)である。(1)各自治体・メディア等が発行した関連資料調査を実施し、必要に応じ関係者へのヒアリングも適宜行った。(2)震災以降、各メンバーが継続実施している双葉郡内の区会・広域自治会・交流サロン関係者・元仮設自治会、公営住宅自治会役員らへのヒアリング調査を分担にて行い、各々のコミュニティの実態・課題とその変容を把握した。その成果を『原子力災害により分化・複層化する地域社会―復旧・復興に向けた富岡町の道程―』（単著、8章、280頁）に集成し、次年度上期に刊行予定で進めている。(3)北海道内各地の県域局、コミュニティ放送局、町内会連合会等の住民組織（室蘭市、網走市、稚内市、中標津町等）、広域支援ネットワーク関係者を対象にヒアリング調査を実施し、胆振東部地震対応の実態と課題を把握した。「社会実装」における成果の一つとして、県域局（北海道放送）と北海道町内会連合会の連携による各種行事における情報発信、稚内市町内会連合協議会とFMわっかないによる情報収集・共有・発信に関する連携協定の締結等が得られた。(4)本年度から東日本大震災・原子力災害伝承館の研究員となった山田修司氏と各種アーカイヴ施設に関する施設運営・管理上の実態と課題の把握、今後の調査研究に向けた展開に関する議論を行った。
