项目摘要

脱・低成長下における「経済社会学」構築を究極的な目標にすえ、本研究では具体的なフィールドを設定し、貨幣的価値にとらわれない「非貨幣的」関係が地域社会の問題解決能力を生み出す指標としての「社会対応力」の要素を明らかにするために本年度に実施したのは次の(1)(2)である。(1)　文献の渉猟・各地域の現状を把握（ソーシャルキャピタル、ガヴァナンス、家計調査等の関連文献等調査）。(2)　いわき市、室蘭市、稚内市等の沿岸部における住民組織の代表者（町内会長、町内会連合会理事等）へのヒアリング調査・意見交換を行い、各地での平時・有事実施項目を把握。とりわけ、いわき市においては薄磯区と四倉地区2ヶ所の避難訓練実施（11月）に向けた意見交換や住民への予備調査を実施するとともに、次年度の展開に向けたふりかえり（フィードバック）の場を設定し（薄磯区2月、四倉地区1月）、各主体（住民組織、行政機関、研究者等）の対等な立場による議論「学びあい」を行った。室蘭市においても町内会連合会理事等と8月に平時・有事における社会対応力強化に向け、住民組織とメディア連携を中心とした意見交換を行った。
