项目摘要

・各政策分野の適応策の波及要因分析気候変動適応計画の顕著な進展はみられず、これを一部として包含しているゼロカーボン(気候変動緩和)関連の行政計画が全国の自治体で相次いで更新されていることから、適応策との対比に資するよう、どのような気候変動緩和策がどのように波及しているかについて、京都府内のゼロカーボン宣言自治体を事例として取り上げ、施策データベースを構築した上で質問紙調査を行った。その結果、波及性が高いものの実効性が高いとはと考えられていない施策として普及啓発手法、実効性が高いと考えられているものの波及性が低い施策として経済的手法に分けられた。・一般市民やステークホルダーの気候変動政策の受容性分析と「自分事化」指標の抽出気候変動適応策・緩和策に対する一般市民の態度を質問紙調査により分析した。全般的に緩和策に比して適応策の認知は十分ではなかったものの、実施率が必ずしも低いわけではないことが示された。そして、対策の実施には気候リスク認知や影響実感が効果を持ち、その効果は気候変動に対する関心度により異なっていることから、気候リスク認知や影響実感が「自分事化」を構成する重要な指標と考えられる。・交渉シミュレーションの試行的開発昨年度に開発、試行した沿岸域における防災分野の適応策を題材とした交渉ゲーム(ロールプレイングゲーム)を改良し、申請者らの担当授業等にてオンラインや対面でシミュレーションを実施した。事前事後の質問紙調査からは、養浜対策を最も優先すべき適応策として合意したグループが多い傾向がみられる一方で、合意できなかったグループも散見された。振り返りからは、交渉の時間が不十分であったことや、議長ロールが事前に役割を理解しどのように進行するかが交渉内容に影響すること、他のロールからの新規性のある提案や意見が各ロールの優先順位を変化させるきっかけになり得ること等が示された。
