项目摘要

本年度は、日本政府の外交交渉や戦犯釈放運動勢力の工作が、いかに米国の戦犯政策に影響を与えていたのかを分析しようと試みた。その際に着目したのが重光葵と岸信介である。重光と岸は、1952年5月に発足した戦争受刑者世話会の理事を務め、それぞれ鳩山内閣と石橋・鳩山内閣で外相に就任した。戦犯釈放を訴えていた利益団体の理事を務めながら、外相となった重光と岸に着目することで、国内での要望がどのように外交交渉に波及したのか分析してみた。1955年1月に、重光はアメリカ統合参謀本部議長のラドフォードと駐日大使のアリソンと会談し、「戦犯拘禁は日米協調を阻害し、東側の「戦犯」釈放宣伝を利する」と訴えている。巣鴨運営委員会の当時の議事録によると「重光外相は戦犯問題について極めて強い関心を持ち外務省に尋ねて来る外国使臣及要人に対し必ず第一に戦犯問題を持ち出し、斯る些細な問題が解決つかない様ではと強く言って居るとの事である」と、非常に期待されていたことも分かる。このように、重光は利益団体と戦犯の声を背景に、戦犯釈放に尽力したと言える。重光の後を襲って外相になった岸は、1957年5月1日に駐日大使のマッカーサーと会談した際に、釈放問題への個人的な思い入れを表明し、「入居仲間」（FELOW INMATES）の釈放と、仮釈放中の行動制限をやめるよう要請した。また同月13日には岸の弟・佐藤栄作も同大使と会談し、戦犯問題を対中ソ関係上、日米協力を阻害する懸案事項であると述べ、特に木戸幸一、星野直樹、そして賀屋興宣について善処を求めた。米大使館側は、賀屋が衆議院選挙に出馬することを岸政権が期待していることを理解しており、その政治的意図は気づいていたようである。このように、世話会理事の重光と岸は、それぞれ利益団体・戦犯の声や、個人的な人間関係もあって戦犯釈放に尽力したと評価できるだろう。
