研究期間の４年目である本年度は、３年目から引き続き、研究資料の収集と整理、データベースの構築と試験的な分析の実施および研究論文の執筆に取り組んだ。当初の予定としては研究の取りまとめに努める時期であったが、新型コロナウィルス感染症の世界的拡大の影響、特に、中国の主要都市への訪問が困難である等の理由から、現地調査を実施することができず、必要な資料収集、ヒアリング等を実施することができなかった。本研究の目的は、中国の持続可能な経済発展にとっての「阻害要因」として、近年国内外で注目を集めている「過剰投資」のメカニズムおよびその実態について、その発生要因を「経済的要因」と「政治・制度的要因」に分解することによって、実証的に明らかにすることにあり、中国における中央・地方関係を立体的に描くことで、中国の持続可能な経済システムのあり方について、新たな知見を得ることにあるため、本年度は主に、３年目までの研究蓄積を活用し、これまでに構築した試験的なデータベース（中国国家統計局が出版している各種統計資料をもとにしたもの）を発展・拡充させる形で、人民網および各種年鑑を活用した、地方指導者の出世競争や中央との結びつきを示すデータベースの検証作業に取り組んだ。あわせて、本研究を応用する形で、３年目までに取り組んだ、中国の経済制度に関する政治経済学的視点からの研究蓄積を活用し、中国の共同研究者との国際共同研究チームに参加し、主にイノベーションの視点からではあるが、本研究に関するこれまでの研究知見を援用した研究にも取り組み、国際シンポジウムにおける研究報告等の形で対外発信をすることができた。また、本研究の研究知見のさらなる活用を視野に入れ、ドイツの共同研究者および国内研究者との新たな国際共同研究も併せて実施している。
