実施計画においては、１）地域研究分担者の各専門地域における財政再建国家化の経緯と現状に関する調査、各研究対象国のリアルタイムの情報を収集・整理；２）地域研究班の情報共有と理論的方向付けのための1～2名ずつの研究報告；３）関連テーマについての論文・著書・国内外の学会報告などの業績発表への個別的取り組みが掲げられていた。１）については、依然として国内外での実地調査が困難である中、各分担者の下で情報集積が順調に進められ、３）についても単著・共著論文16点、著書3点、学会等報告8件を始めとして個別の研究成果が見られた。欧米への渡航が難しい中、韓国での在外研究を実施した分担者もおり、その成果も一部出版物として公刊されている。２）については、2021年6月 19日 (日)に前年度から延期されていた本科研分担者・八十田博人氏（共立女子大学）を講師とする研究会が開催され、同年12月4日に同じく分担者の池上岳彦氏氏（立教大学）を講師とする研究会が開催され、活発な議論が持たれるとともに、メンバーほぼ全員による成果公表に向けての議論が交わされた。八十田氏の報告「イタリア財政の展望　『経営者国家』の復活？」では、第1次・第2次コンテ政権からドラーギ政権への、いわゆる実務家内閣（あるいはその色彩の濃い内閣）のパフォーマンスの包括的検討が行われ、不安定な議会構成の中でもコロナ禍の特殊条件の下で、とりわけEU復興基金の導入によって財政規律化問題が雲散霧消し、復興が新たな政争の争点となりつつあることが示された。池上氏の報告「コロナ対策の財政金融政策と政府債務―日本とアメリカの動向と論調」ではコロナ禍における政府債務の急増と金融政策のジレンマが取り上げられ、とりわけ日本における異次元の金融緩和出口戦略の難しさが指摘された。
