项目摘要

本年度は、洋書プロジェクトに関わる研究の推進と論文執筆を集中的に行った。本年度も、昨年度に引き続き、コロナ禍が継続したため、本プロジェクトの執筆陣とは、個別に、複数回にわたりオンライン会合やメールでのやり取りを重ね、各章の論文の内容の精緻化を図った。結果的に、洋書プロジェクトの一部となる予定の次の２つの研究成果を国際学会（ISA：International Studies Association）において発表した。（１）西側で顕在化する反リベラル国際秩序や反グローバル化の動きに対して非西側世界がどのような「対応」を行うのかに関する本研究独自の３つの行動類型を提起した。①illiberal bandowagoning、②counter balancing、③third wayの追求である。（２）西側におけるバックラッシュの象徴となったトランプ政権誕生に至るまでの過程を「米国によるリベラリズムのグローバルな拡散の盛衰」と位置づけ、その過程が、冷戦終結時のブッシュ（父）政権からトランプ政権にかけてどのように展開したのかを考察した。リベラリズムの三つの柱である、①リベラル民主主義、②自由貿易、③多角主義がどのように拡散され、且つそれらがどのように打撃を受けたのかを明らかにした。草野と勝間田は、これらの発表を行うとともに、洋書プロジェクトに関わる他の執筆者との親密なやり取りを通して各章の内容の詳細な検討を行った。さらに、草野は、学術誌『国際安全保障』特集号（「歴史」の中のトランプ外交）の責任者として、反リベラルを標榜するトランプ外交の考察を行った。冨田は、洋書の担当章に関わる研究に加え、米国の保護貿易台頭に関わる雑誌論文を発表した。舛方は、洋書の担当章に関わる研究に加え、ブラジルのコロナ対策や気候変動政策等についての研究成果を出版や口頭発表を通して公表した。
